How to enable text save format

Enable debug mode to unlock save format settings. You can do this via launch options or a mod — see the Victoria 3 wiki for instructions.

In-game, open the console (` or ~), then click Master Settings.

Change Default Save Format from Zipped Binary to either:
  • Text — plain text, works directly with this tool
  • Zipped Text — smaller file size, also supported (just upload the zip)
